Analytical Perspectives in Public Policies
The course examines how public policies emerge, change, and are implemented, with emphasis on theories and analytical tools for understanding the policy process. Topics include decision-making, problem definition, agenda-setting, power, institutions, policy formulation and design, policy instruments, implementation, street-level bureaucracy, policy evaluation, learning, policy feedback, policy networks, advocacy coalitions, coordination, federalism, diffusion, and multilevel governance. Throughout the course, broad theories and concepts are critically applied to Brazilian public policy cases, with attention to their explanatory power, limitations, and possible adaptations.
